Dr. John C.
Martin, is
president of Martin Associates, which he founded in
1986. He has provided economic, market and planning
studies to most of the nation's seaports. He also
provides ongoing economic and planning consulting
services to terminal operators, ocean carriers,
airports in the United States, and government
agencies. Over the past 25 years Dr. Martin has
conducted more than 500 economic, planning and
marketing studies for seaports in the United States,
Asia, Europe and South America.
He is involved in assessing the economic costs
of terminal congestion at container terminals and of
the West Coast Port shutdown. He also assesses the
impact of restrictive trade policies on the marine
transportation system.
Dr. Martin also prepares analysis for ocean carriers,
marine terminal operators, airports and federal agencies
in the United States and Canada. He has conducted
port studies for more than 20 ports in Canada, is the
author of numerous articles and is a frequent lecturer
on commodity flow forecasting and the economic analysis
of ports and transportation systems.
Dr.
Martin was the principal author of United States
Economic Growth and the Marine Transportation System
for the Marine Transportation System National Advisory
Council. The report documented the economic value of
the MTS and further identified the key constraints and
issues facing the MTS.
The paper was presented to Vice President
Cheney as well as Department of Transportation
Secretary Mineta as a transition paper for the Bush
Administration.
As
principal author of the Economic Impact of Steel
Imports on the Nation's Marine Transportation System,
Dr. Martin documented the economic impact of the steel
imports into the United States and identified the
potential cost of steel import quotas. In January 2002
Dr. Martin testified before the Council of Economic
Advisors and the International Trade Policy Council
regarding the imposition of the steel import quotas.
Dr.
Martin has also prepared the economic analysis for the
1999 ILWU contract negotiations at the West Coast
ports. His
reports were used by the Clinton Administration to
“encourage” the discontinuation of work slowdowns
by the ILWU at the Ports of Oakland and Los
Angeles/Long Beach.
He was deeply involved in evaluating the
economic impacts of the 2003 West Coast Port shutdown.
As part of the analysis, the Martin Associates
economic impact models were reviewed and used by the
U.S. Federal Reserve Board of Governors, the Bush
Administration and the U.S. Council of Economic
Advisors. During
the shutdown, he appeared on CNN, CNBC, the BBC, and
NPR regarding the economic dislocations that occurred
during and after the West Coast port shutdown. He is
currently involved in assessing the potential impacts
of various security measures imposed at U.S. port
marine terminals.
He
obtained a Doctorate in Economics from George
Washington University, a Masters degree in Economics
from the George Washington University and Bachelor of
Arts (Cum Laude) in Economics from Millersville
University. He has been providing consulting services
to the maritime industry since 1974.

Mark
Papineau is Director of Research with
Martin Associates, and is a specialist in economic
impact analysis, competitive market analysis, port
pricing and vessel cost analysis. He has conducted analyses of the
transportation infrastructure, inland access and
overland transportation services for a number of U.S.
ports. He was the principal researcher for the economic
assessment of the Virginia cruise industry. He has
conducted economic impact studies at several of the
leading U.S. ports. Mr. Papineau developed the Martin
Associates’ barge, truck and rail costing models. In
addition, he has developed the inland transportation
cost analysis.
In January, 2002, Mr. Papineau appeared before the
International Trade Council regarding the economic
impact of steel import quotas.
Mr. Papineau holds a Bachelor of
Science (Cum Laude) in
Mathematics and Computer Science from the State
University of New York Maritime College.
Mr. Papineau was the project manager of the
Port
of
San Francisco Master Plan
study and has directed the research efforts on all of
our economic impact studies for more than 120 seaports.
He has conducted analyses of the transportation
infrastructure, inland access and overland

Mr.
Papineau holds a Bachelor of Science (Cum Laude) in

Michelle
Wingenroth, a research associate with
Martin Associates, is a specialist in economic impact
analysis of seaports and airports. She has conducted
economic impact analyses for such ports as Seattle,
Vancouver (WA), Oakland, Houston, Freeport, Corpus
Christi, Baton Rouge, Baltimore, Wilmington
(NC), Portland (OR), Wilmington (DE), San Francisco,
Tacoma and the 16 major U.S. ports located on the Great
Lakes. Ms. Wingenroth was the lead researcher on the
economic impacts of the Port of Pittsburgh, which was
awarded the nation’s top honor in research and economic
impact studies by the American Waterway Operators
Association. In addition, she was the lead researcher
on the Port of Greater Baton Rouge Master Plan Study,
where she conducted a detailed market analysis of
breakbulk cargoes, project cargo and forest product
exports.
Ms. Wingenroth holds a BS degree in Business
Administration from Millersville University and has been
with Martin Associates since 1993.

Jeff
Sweeney, a research associate with Martin
Associates, is a specialist in strategic planning and economic impact analysis
of seaports and airports and the development of
strategic marketing plans for seaports. He has conducted impact
studies for the Ports of Port Everglades, Jacksonville,
Tampa, Houston, Corpus Christi,
Tacoma, Vancouver (WA), Wilmington (DE), Oakland,
Baltimore, Philadelphia, North Carolina and Portland
(OR). Mr. Sweeney developed a detailed database of
Western Pennsylvania breakbulk exporters and importers to determine
the potential use of the Port of Erie. He was the lead
analyst on the Port of San Francisco Study, where he
coordinated more than 1,000 telephone surveys to
estimate the impacts of each of the Port’s lines of
business.
Mr.
Sweeney was the lead analyst on the
Port
of
San Francisco Economic Impact Study
, where he coordinated all data collection activity.
More than 1,000 telephone surveys were conducted
for the
Port
of
San Francisco Study
. The
impacts were estimated for each of the Port’s lines of
business: marine cargo, fish processing and fishing
fleet at Fisherman’s Wharf, cruise service,
ferry/excursions, tourism/retail, film and TV
production, office parks, industrial and miscellaneous
construction activity.
Mr.
Sweeney was the project manager on our master plan study
for the Port of Burns Harbor, IN as well as our study of
the establishment of a statewide port authority for the
State of Michigan. He also directed the Economic
Impact Study and Strategic Marketing Plan for the Port
of Chicago. He directed the strategic planning
study for the Port of Jacksonville and the Economic
Impact Study for the Port of New Orleans and the Port of
Tampa. He has directed the bond justification
studies for the Port of Jacksonville in support of the
MOL/TraPac Terminal.
Mr.
Sweeney has been with Martin Associates since 1994 and
holds a BA in Economics from Millersville University.

Mike
Sarbaugh, a research associate with
Martin Associates, assists in data collection tasks.
He collected data for the demographic/enrollment
studies conducted for the Hempfield
School District
and the Warwick
School District. He developed demographic profiles and enrollment
projections for Lancaster
Country
Day School, a private school in Lancaster
County. In addition to the demographic/enrollment studies,
he has participated in data collection efforts for
both the seaport and airport activities in Seattle (Port
of Seattle and Seattle/Tacoma International Airport). He has
participated in a seaport study at the
Port
of
Houston
and airport studies at the Baltimore/Washington
International Airport, Portland
International
Airport
and
Hartsfield Atlanta
International
Airport.
Mr. Sarbaugh was the lead analyst on the Economic
Benefits Analysis of the Maintenance Dredging of the
C&D Canal connecting the Delaware and Chesapeake
Bays. He was the lead analyst on the Economic
Impact Study for the Port of Tacoma and directed the
Port of Portland and Port of Vancouver (WA) economic
impact studies, as well as the economic impact studies
of the North Carolina State Port Authority marine
activity. He was also lead economist on several
channel deepening studies for the Ports of Beaumont,
Port Arthur and Brownsville, TX.
Mr.Sarbaugh is a graduate of Gettysburg
University
with a Bachelor of Art in Business Economics. He
worked as an intern for two years conducting data
collection and began working
with Martin Associates full time in May, 2003.

Becky
Polito, is the Office Administrator for Martin
Associates. She maintains and oversees all daily
activity at Martin Associates, including communication
with clients. She also coordinates office events
and the infrastructure of the office.
Ms. Polito holds a
Bachelor of Arts in English from McDaniel College
(formerly Western Maryland College) and has been with
Martin Associates since 2004.
